    UNFAIR LABOR PRACTICE FILED AGAINST STATE OF MONTANA

    MPEA, in conjunction with MEA-MFT and AFSCME in filing an Unfair Labor Practice charge against the State of Montana because of the Legislature’s unprecedented delay in action for enacting a negotiated state pay plan and for its failure to pass the state pay plan.

    The ULP was filed May 25 with the Board of Personnel Appeals and was announced at a press conference held in the Capitol the same day.

    MPEA Executive Director Quinton Nyman explained to members of the press and public that the failure of the legislature to address House Bill 13 in a timely fashion and the resultant late session defeat of the pay bill, occurring when there was no time left for the bargaining agents to negotiate a new proposal constitutes a failure to bargain in good faith and has resulted in the filing of the ULP.
