Day-to-Day Business Costs Up

Proposed by: MPEA Board of Directors

 Whereas, Proposed BYLAW Change. The MPEA Board of Directors proposes the following change to the MPEA BYLAWS pursuant to Article X CONSTITUTION AND BYLAW CHANGES.   

 Section 1 (1) Provides that a two-thirds vote of the members attending an Annual or Special Meeting of all members of the Association shall be required to adopt a BYLAW change at said meeting, and,

 Whereas, the current political climate concerning public employee retirement systems is one that could lead to legislation or ballot issues to reduce benefits for new employees and the possibility of reducing benefits for current employees and retirees. The Association is not now in a position to pay the legal fees to fight such a move in courts, and,

 Whereas, the Association’s costs for postage, telephone and travel have escalated dramatically over the past two years since the last dues increase on July 1, 2004, and,

 Whereas, the Association provides the same pay increases received by state employees on January 1, of each year, and,

 Whereas, the Executive Director for the past 35 years has retired which required a major expenditure of funds for pay off of vacation and sick leave accruals, and,

 Whereas, the rising cost of operating the Association in all other areas such as staff health insurance premiums and building energy costs have affected the budget to the point that this dues increase is necessary at this point in time for the day-to-day operation of the Association, and

 THEREFORE BE IT RESOLVED that Article II- Membership and Dues be amended as follows: 

Section 4. DUES. Dues of the Association are $13.50 $15.50 per month. Dues of active members are payable monthly by payroll deduction. When payroll deduction is not available, dues may be paid in accordance to payment policy established by the Board.

  1. $1.50 per month of the dues shall be placed in a separate fund entitled “Grievance and Arbitration Fund” to be used for that purpose within the guidelines adopted by the Board.

  2. The Association shall establish a Political Action Committee. A member, who became a member before December 31, 2001, may designate $.50 or $1.00 of the above dues to be paid into the Employees Political Information Committee.

  3. A current member may authorize an even dollar amount not to exceed $5.00 per month paid into the Employees Political Information Committee.

  4. A member, who becomes a members after January 1, 2002, may authorize in addition to the membership dues, an even dollar amount not to exceed $5.00 per month paid into the Employees Political Information Committee.

  5. The Association shall establish a STRIKE FUND. In addition to the dues listed above, each nonexempt member shall pay $.50 per month into the STRIKE FUND.

  6. Dues for associate members (retired) shall be $9 per year payable in advance, and,

BE IT FURTHER RESOLVED that these changes become effective on July 1, 2006.
